In order to be listed as cruelty-free by PETA’s Beauty Without Bunnies Program, all companies and brands must submit a legally-binding Statement of Assurance signed by their CEO verifying that they and their ingredient suppliers do not conduct, commission, pay, for or allow any tests on animals for ingredients, formulations, or finished products anywhere in the world and will not do so in the future. As you might know, in order to be on PETA's cruelty-free list, a company has to "sign PETA’s statement of assurance or submit a statement verifying that neither they nor their ingredient suppliers conduct, commission, or pay for any tests on animals for ingredients, formulations, or finished products." The short answer – no. PETA is not a reliable resource for determining whether or not a company is 100% cruelty-free.
